1) EVIDENCE THAT PLUCKING THE EYEBROWS IS HARAAM. :-
Allaah has forbidden women to remove any part of the hair of their eyebrows; this action is called al-namas in Arabic, and it is haraam because of the following evidence.
“Verily! Allaah forgives not (the sin of) setting up partners in worship with Him, but He forgives whom He pleases sins other than that, and whoever sets up partners in worship with Allaah, has indeed strayed far away.
They (all those who worship others than Allaah) invoke nothing but female deities besides Him, and they invoke nothing but Shaytaan, a persistent rebel.
Allaah cursed him. And he [Shaytaan] said: ‘I will take an appointed portion of Your slaves.
Verily, I will mislead them, and surely, I will arouse in them false desires; and certainly, I will order them to slit the ears of cattle, and indeed I will order them to change the nature created by Allaah.’ And whoever takes Shaytaan as a wali (protector or helper) instead of Allaah, has surely suffered a manifest loss.
(SURAH AN-NISA 4 VERSE 116-119)
Narrated `Abdullah:
Allah has cursed those women who practise tattooing and those who get themselves tattooed, and those who remove their face hairs, and those who create a space between their teeth artificially to look beautiful, and such women as change the features created by Allah. Why then should I not curse those whom the Prophet has cursed? And that is in Allah’s Book. i.e. His Saying: ‘And what the Apostle gives you take it and what he forbids you abstain (from it).’ (59.7)
SAHIH BUKHARI (Vol. 7, Book 72, Hadith 815)
Narrated `Abdullah:
Allah has cursed those women who practise tattooing and those who get it done for themselves, and those who remove hair from their faces, and those who artificially create spaces between their teeth to look beautiful, such women as alter the features created by Allah. Why should I not then curse those whom Allah’s Apostle has cursed and that is in Allah’s Book?
SAHIH BUKHARI (Vol. 7, Book 72, Hadith 832)
Narrated ‘Alqama:
Abdullah cursed those women who practiced tattooing and those who removed hair from their faces and those who created spaces between their teeth artificially to look beautiful, such ladies as changed what Allah has created. Um Ya’qub said, “What is that?” `Abdullah said, “Why should I not curse those who were cursed by Allah’s Apostle and are referred to in Allah’s Book?” She said to him “By Allah, I have read the whole Qur’an but I have not found such a thing. `Abdullah said, “By Allah, if you had read it (carefully) you would have found it. (Allah says:) ‘And what the Apostle gives you take it and what he forbids you abstain (from it).’ (59.7)
SAHIH BUKHARI (Vol. 7, Book 72, Hadith 822)
Narrated Ibn Mas`ud:
Allah has cursed those women who practise tattooing or get it done for themselves, and those who remove hair from their faces, and those who create spaces between their teeth artificially to look beautiful, such ladies as change the features created by Allah. Why then shall I not curse those whom Allah’s Apostle has cursed and who are cursed in Allah’s Book too?
SAHIH BUKHARI (Vol. 7, Book 72, Hadith 826)
IBN HAJAR SAID :-
The mutanammisah is the one who asks another to pluck her eyebrows, and the naamisah is the one who does it. Al-nimaas means removing the hair of the face with tweezers. It was said that the word nimaas refers specifically to removing hair from the eyebrows in order to reduce them or make them straight. Abu Dawood said in al-Sunan: al-naamisah is the one who plucks the eyebrows in order to reduce them.
(FATH AL-BAARI 10/377)
Aban bin Sam’ah narrated that his mother said:
“I heard ‘Aishah say: ‘The Messenger of Allah [SAW] forbade the woman who does tattoos and the woman who has that done, the woman who affixes hair extensions and the woman who has that done, An-Namisah (the one who does the plucking) and Al-Mutanammisah (the one who has it done).‘” (Sahih)
SUNAN NASEEI (Vol. 6, Book 2, Hadith 5104)
It was narrated that ‘Abdullah said:
“The Messenger of Allah [SAW] cursed the women who do tattoos and the women who have them done, Al-Mutanammisat, and the women who have their teeth separated for the sake of beauty, those who change (the creation of Allah.)” (Sahih)
SUNAN NASEEI (Vol. 6, Book 2, Hadith 5102)
It was narrated that ‘Abdullah said:
“The Messenger of Allah [SAW] cursed the women who do tattoos, those who have their teeth separated and Al-Mutanammisat who change the creation of Allah, the Mighty and Sublime.” (Sahih)
SUNAN NASEEI (Vol. 6, Book 2, Hadith 5255)

2) RULING ON TRIMMING EYEBROW. :-
Shaping the eyebrows by trimming, shaving or plucking their edges in order to appear beautiful, as is done by some women nowadays, is haraam because it involves changing the creation of Allaah and following the Shaytaan in his tempting of mankind to change the creation of Allaah. Allaah says (interpretation of the meaning).

3) CAN WOMEN PLUCK SOME OF THEIR EYEBROWS IN ORDER TO LOOK MORE BEAUTIFUL FOR THEIR HUSBANDS ? :-
Plucking of women’s eyebrows is not permissible even to look more beautiful for husband,We should note that there is no obedience to any created being if it involves disobedience to the Creator.
It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error..
(SURAH AL-AHZAB 33 VERSE 36)
‘Abd Allah (b. Mas’us) said:
Allah has cursed the woman who tattoo and the women who have themselves tattooed, the women who add false hair (according to the version of Muhammad b. Isa) and the women who pluck hairs from their faces (according to the version on ‘Uthman). The agreed version then goes: The women who spaces between their teeth for beauty, changing what Allah has created. When a woman of Banu Asad called Umm Ya’qub, who read the Qur’an (according to the version of ‘Uthman) heard it, she came to him (according to the agreed version) and said: I have heard that you have cursed the women who tattoo, those have themselves tattooed, those who add false hair (according to the version of Muhammad), those pluck hairs from their faces, and those who make spaces between their teeth (according to the agreed version), for changing what Allah has created (according to the version of ‘Uthman). He said: Why should I not curse those whom the Messenger of Allah (p.b.u.h) had cursed and those who were mentioned in Allah’s Book ? She said: I have read it from cover to cover and have not found in it. He said: I swear by Allah, if you read it, you would have found it. He then read: What the Apostle has brought you accept, and what he has forbidden refrain from it. She said: I find some of these thing in you wife. He said: Enter (the house) and see. She said: I then entered (the house) and came out. He asked: What did you see ? She said: I did not see (anything). He said: Had it been so, she would have not have been with us.
ABU DAWOOD (Book 34, Hadith 4157)
‘Abdullah reported that Allah had cursed those women who tattooed and who have themselves tattooed, those who pluck hair from their faces and those who make spaces between their teeth for beautification changing what God has created. This news reached a woman of the tribe of Asad who was called Umm Ya’qub and she used to recite the Holy Qur’an. She came to him and said:What is this news that has reached me from you that you curse those women who tattooed and those women who have themselves tattooed, the women who pluck hair from their faces and who make spaces between their teeth for beautification changing what God has created? Thereupon ‘Abdullah said: Should I not curse one upon whom Allah’s Messenger (may peace be upon him) has invoked curse and that is in the Book also. Thereupon that woman said: I read the Qur’an from cover to cover, but I did not find that in it. whereupon he said: If you had read (thoroughly) you would have definitely found this in that (as) Allah, the Exalted and Glorious, has said:” What Allah’s Messenger brings for you accept that. and what he has forbidden you. refrain from that.” That woman said: I find this thing in your wife even now. Thereupon he said: Go and see her. She reported: I went to the wife of ‘Abdullah but found nothing of this sort in her. She came back to him and said: I have not seen anything. whereupon he said: Had there been anything like it in her, I would have never slept with her in the bed.
SAHIH MUSLIM (Book 24, Hadith 5301)
SHAYKH UTHAYMEEN SAID :-
Plucking of women’s eyebrows is not permissible, it is the namas for which the Messenger of Allaah (peace and blessings of Allaah be upon him) cursed the one who does it. The naamisah is the one who does it for someone else and the mutanammisah is the one who asks someone else to do it for her (as mentioned in the hadeeth). The same applies if a woman does it for herself. It is haraam and is not permitted. Allaah is Wise in what He decrees for His slaves. Some people are beautiful in appearance and some are not; the entire matter is in the hand of Allaah. It is essential to be patient and seek reward with Allaah, and not to transgress His sacred limits for the sake of one’s own whims and desires. What I think is that you should not remove anything from the eyebrows at all, unless there is hair outside of the line of the eyebrows, such as if there is a mole from which a hair is growing. This may be removed because in this case it is removing a kind of fault or deformity, not in order to look beautiful. And Allaah knows best.
(FATAAWA MANAAR AL-ISLAM VOL. 3, P. 832)

4) RULING ON LIGHTENING THE EYEBROWS. :-
Recently it has become a common practice among women to lighten the eyebrows; they dye the top and bottom of the eyebrows so that they look as if they have been plucked and thinned. This is obviously done in imitation of the west. The substance used for dyeing is also dangerous to the hair from a medical point of view. What is the Islamic ruling on doing such things?
After studying the matter, the Committee for Issuing Fatwas replied: Lightening the top and bottom of the eyebrows in the manner mentioned is not permissible, because it is changing the creation of Allaah and it imitates the plucking that is forbidden in sharee’ah, because it achieves the same effect. The prohibition is even more emphatic if that is done in imitation of the kuffaar or if using it causes harm to the body or hair, because Allaah says (interpretation of the meaning)
“And do not throw yourselves into destruction”
(SURAH AL-BAQARAH 2 VERSE 195)
It was narrated from ‘Ubaadah ibn al-Saamit that the Messenger of Allaah (peace and blessings of Allaah be upon him) ruled, “There should be no harming nor reciprocating harm.”
IBN MAJAH (HADITH 2340)
SOURCE OF IBN MAJAH :-
(FATWA NO 21778, DATED 29/12/1421 AH)
SHAYKH ‘ABD-ALLAAH AL-JIBREEN SAID : -
I think that it is not permissible to use these dyes and change the colour of the eyebrows because the Prophet (peace and blessings of Allaah be upon him) cursed those who pluck the eyebrows, those who have that done, and those who change the creation of Allaah. By His wisdom Allaah has created differences in eyebrows; some are heavy, some are fine, some are long and some are short. This is one of the ways in which we can tell people apart, and know each person by his own characteristics. Based on this, it is not permissible to dye them because it is changing the creation of Allaah.
(FATAAWA AL-MAR’AH, COMPILED BY KHAALID AL-JURAYSI, PAGE 134)
