
Some people say that the "Jamaa'ah" here means the congregation, that it means the majority of the Muslims, and that we need to follow the majority of the Muslims.
NO ! The word “Jamaa’ah” does not refer to the majority of the Muslims. And how can we do this when Allah has said:
وَإِنْ تُطِعْ أَكْثَرَ مَنْ فِي الأَرْضِ يُضِلُّوكَ عَنْ سَبِيلِ اللَّهِ ۚ إِنْ يَتَّبِعُونَ إِلاَّ الظَّنَّ وَإِنْ هُمْ إِلاَّ يَخْرُصُونَ
And if you obey most of those on earth, they will mislead you far away from Allāh's Path. They follow nothing but conjectures, and they do nothing but lie. [Surat Al-An'am 6:116]
Thus, one should never be fooled by or deceived by mere numbers. It's never about numbers. No! Its about the truth. The "Jamaa'ah" are a group of people who have united together on a certain matter/affair, and this matter is the matter of being upon the Truth and its foundation is the Qur'an and Sunnah."
So the "Jamaa'ah" are the people who are united upon that foundation and whoever is upon it - this is the "Jamaa'ah".
Abdullaah ibn Mas’ood (radhi Allahu anhu) said, “The Jamaa’ah is what is in accordance to the truth, even if it be just you by yourself.”

You are the congregation so long as you follow the Qur'an and Sunnah, as long as you understand the Qur'an and Sunnah based on the understanding of the first three generations of the Muslim Ummah.
Opposing the way of the Salaf us-Saalih is considered iftiraaq (splitting-up) and opposing them in matters related to Islamic manhaj is also considered iftiraaq. So whoever chooses to oppose their knowledge and understanding of the Revelation, has split from them; and has therefore split from the way of Ahlus-Sunnah wal-Jamaa’ah, and has taken one of the forbidden and innovated paths.
