According to the Estimated Islamic Calendar Two maps below show the possibility of moon sight on June 27 (Shaban 29) and June 28 (Shaban 30) 
And below list is order of Nations to follow Ramadan first and next.
Based on Estimation at the graph some Nations may fall early or late.

In the Graph :
1.Green = Moon easily can be seen to naked eye.
2.Blue = Moon is visible if weather conditions are perfect.
3.Gray = With optical Aid you can find moon.
4. Red = Optical Aid is must to look for moon.
